You might be ok on your phone, but not so much if you mean tethering with a PC
Do you mean osu!stream or jailbroken/rooted osu!?
A 3G wifi hot spot huh...
Never tried it myself but my guess would be lots of money.
Because you will totally forget that you were on 3G and you have been playing non stop for a whole day. (it happens)

I do it A LOT as I travel for work constantly and I'm always in the van.
I'd teather my phone to my laptop to chat or spectate friends.
I'd use around 400mb/hour less or more.. Depends really what you're doing. If you are just playing and chatting will probably be 200-400mb.. If you're spectating and downloading replays, will probably 400-800mb...

You can disable chat and osu! will only use internet to submit your scores and get ranking info. Set rankings to local to save even more bandwidth/limit on that aspect.
