What part controls the bottom part?

The issue here is that your skin.ini is not set to the correct version. The version affects how some elements are positioned, in this case selection-mode. Open your skin.ini and set "Version" to "2.7" or if the line is completly missing add "Version: 2.7" under the [General] header
