A while ago I used to make terrible skins and never knew how to actually get good at designs, is there some sort of software I need to use? I use GIMP right now and have basic knowledge on how to make cursors

Theres two things to cover here:
1) how to get better at skinning
read the tutorial and check out other available resources, which will teach you the technical knowledge about how to skin
2) how to get better at design
how nice the images you produce in the end look comes down to your design skills. Good knowledge of your tools, as well as general design principals are a must know. Reaching out to other people for feedback on your skin/designs is a great way to evolve

Regarding skinning I would advise you to work with a vector tool instead of GIMP or PS.
For example Figma is free to use, and you will see that these tools come with far less but more helpful tools for you.
