I have a cheap little mouse and the will to try beatmaps. I feel most of the maps I like are for pen input. Is that just me?

Welcome! Not to be rude or anything, but I think that's more of a "just get good" moment. I can relate to the pain of having a cheap and/or bad mouse, as i used to use one for about two years, though i kept improving and getting better at the game^^ got to around the same rank i am today with it, so im sure you can too with enough practice ! no maps are tablet only :)

There are more mouse than tablet players.
It's not a peripheral issue.

Being that I'm a mouse player myself, I can confirm that mouse movements are similar if you know how to properly set up your mouse with DPI and sensitivity. Being a Linux player myself, I could certainly use anything I could get, minus the 125hz keyboard.

Get a comfortable grip if you're having trouble with your movement being restricted. Also, try to practice more what you lack; such as: speed, stamina, aim, streams, etc.
That's what I would say to someone who is plateauing in the game after some time, but for now just play the game while enjoying the good songs it has to offer.
You'll get a grip of this game soon enough if you're consistent. Even if you aren't, just as myself, you can get at my level in a couple years (or maybe months if you're one of those freaks of nature who is built different from any of us).
