What's the best version to play Minecraft with mods?
And a good place to download mods?

1.12.2 using MultiMC with CurseForge added to it. You can easily install mods and modpacks through the CurseForge tab in New Instances. I recommend FTB Ultimate Reloaded if you're looking for suggested modpacks.

I'd say it depends on how you want the modded experience to be. the best place for mods is CurseForge from what it seems.
