Skins do not "need" an ini in order to work, Default settings are used in its place with the folder as it's name along with a notice of missing.Heibel wrote:

1. rename the extension to .osk and double click it (if zip).
2. extract the folder from the archive into the skins directory located in your osu! instillation.
