What is SV?
SV stands for Slider Velocity, which is commonly used in beatmaps today, such as "We Could Get More Machinegun Psystyle!" by Hydria, "Cycle Hit" by Dubstek and "Airborne Robots" by Curiossity. It's the practise of suddenly changing how fast the notes come down (or up in upscroll mode), which is very good for BPM drops or just sudden changes for the sake of it.

When is this a problem?
SV can be very difficult to get used to, especially if you're used to playing charts at a constant scroll speed. When confronted with it, it can throw players off-guard, either making them miss or lower their accuracy because they were "tricked" into thinking that it was coming at the same speed as the other notes (especially in unranked troll songs just to throw off top players).

It is also why some easier maps are difficult, or almost impossible to FC or SS, because the SV is used so frequently, the only way you're going to get a good score is to memorise the beatmap, which doesn't work out too well for players because of "mindblock". Some players are used to this, but the vast majority isn't, and considering how infrequently people play maps with SV because of it, chances are they won't improve on such a level.

Would this affect the quality of beatmaps?
Yes, it is inevitable. Some maps are known very well for their SV, and to use a mod that disables it on a map like that would certainly ruin the uniqueness and point of the map.

Would this give players an advantage?
It depends on how well the player can play...
I'm not saying it wouldn't, but it would be a comfort for those who can't play with SV enabled. Giving it some sort of score penalty may help players refrain from using the mod when playing for competition, just as long as they can play the original map the way it is intended.

Some players cannot read scroll speeds higher than the speed they play at because of their reaction time. Some players have higher reaction times than others, while some fall very far behind on the spectrum.
