Is it in development?
I'm sure some ppl are tired of making and downloading 3-5 extra mp3s for rate diffs, and IANAP but it's probably not too hard to implement a rate changer and make extra leaderboards for them

What do you mean by rates? an rate changer?

In a beatmap, regardless of difficulties, there is only one (1) MP3 file in ranked maps. (some loved and grave maps have multiple for so they can have multiple different songs in one map file)

Yeah, rate changers for the songs such that for example https://osu.ppy.sh/beatmapsets/1093396#mania/2503785 doesn't need to have extra mp3s, the mapper can specify what rates are playable for this map and the system takes care of the rest

Oh bpm changes. As these aren't rankable (to my knowledge) a system for this likely will never be developed. You can however use osu!lazers variable DT settings. Apply Dt and then adjust it to whatever speed change you want

unfortunately, you're playing the wrong rhythm game if youre looking for ranked ratemods outside of 1.5 and 0.75- osu sadly just doesnt have the technology. (conveniently enough, etterna and quaver do)

it is supposed to come out in osu!lazer, an updated osu!client. its not known when exactly will this come out, and its also not clear if rates other than 0.75 and 1.5 will be rankable.

lazer will not come out for a while though, so for now you need to either use a rate changer or just play a differet game that has rates (i.e. quaver, etterna, ffr, rcs, etc).
