I have a problem that when i installed PP counter from: community/forums/topics/685031
i have done all the plugins need to install but i cannot open 'config' when i typed it into Sync.exe

You're better of asking for help in the thread you found that software, or try contacting the developer directly. You might not have much luck asking here, as RTPP isn't related to osu
