What are exactly beatmap packs

i cant really find a definitive answer on what "beatmap packs" are

Its essentially in the name, a group of beatmaps bundled together so you can download lots of em all at once.

Theyre usually in a zip or rar file format, so you have to extract them first and then open the beatmaps normally or put them all in your osu songs folderm

what group groups them together?

Most beatmap packs are just made by other players, kind of like a playlist on Spotify or YouTube. But you can also find official beatmap packs made from the Mappers Guild, a group of some of osu!'s dedicated mappers.

They make beatmap packs based around Featured Artists or themes, as well as compiling recently ranked maps into a pack for easy download. You can find those packs here

theyre maps that usually have a theme but some are official some are not.
you can go to the maps tab on website and go to "packets" and then browse through them; youll need 7zip or WINrar if you wanna download them.
