Problem details:
There is a computer with Windows XP SP3 and wanted to install osu! on it. But when I open the installer, the error pops up: System.Exception: Unsigned executable!. How to fix it? All the necessary components are installed.

Im assuming it already is but make sure your windows xp is up to date.

A machine that old might not have support for opengl 2.0 which is necessary to run osu, check that.

You also need a .net framework 4 or higher to run osu.

Even if you have all of that, chances are you'll have to use a version of osu! From 2007 - idk 2010ish, im not sure it could run the current osu client very well.

I tried to install osu 2007-2013 and gives this error: "Unable to find a version of the runtime to run this application"

XP is not a supported OS for osu! sorry. There may be a way to get it to work, but it's not intended or planned/supported. Your best bet is just to install an OS from within the Decade.

most devices that run windows xp supports windows vista.

so, try upgrading to it or tinyvista as it is much easier to run applications on and still supports chrome.
