Try it yourself, one small nudge is a million ms (around a hundred actually). You should have just as much precision as the offset/timing changer.
As you can see, the button is also covering the video offset to some degree: p/2191295
I know you can change the video offset by opening the .osu file and editing it manually, but this shouldn't be the easiest way of changing video offsets..
