[Archived] Input lag on new laptop

Hello,
I've played osu for years but I've recently bought a new laptop on which I'm having big issues with input lag.
The game runs just fine with no performance issue whatsoever but I'm experiencing a huge delay in my inputs. I'm estimating about 100ms as I'm able to get decent accuracy with the universal offset set to -104ms. The issue then becomes the hitsounds which are completely off compared to the song (so I have to play without them which reduces the experience by a lot).
I know this is a recurrent issue so I tried several solutions proposed online including but not limited to:

Here are some specs of my pc (MSI prestige 14):
Intel Core i7 10710U, 16Gb Ram, SSD PCIe Nvme, Nvidia Gtx 1650 Max-Q 4Gb.
Needless to say, I play with AC power on full screen 1080p, vsync and the other settings are pretty standard.
All my drivers are up to date.
I tried both osu! stable and osu! lazer.
I tried using the integrated graphic card as well as nvidia's.
I tried changing audio drivers and removing enhancements.
I tried using an external keyboard as well as the integrated one.
But none of these slightly changed the issue and I'm running out of ideas.

Any clues on where the issue might be laying? Or maybe, other tests to make?

Unfortunately, I tried tweaking almost every setting: framerate, resolution, letterboxing, 'reduce dropped frames', 'compatibility mode' but it was of no help.

Have you tried tweaking settings in Nvidia control panel?

Try turning off Vsync
Enable Ultra Low Latency Mode
Disable Shader cache
Power management mode: Prefer maximum performance

I tried everything except turning off shader cache but adding it to the changes did not make a difference

I guess so though I can't feel any significant delay in my aim. However, I wouldn't say the issue lays in the time it takes for my input to reach the game. I can see, for example, a slider starting to move before the music actually gets to the corresponding note. If anything it should be some kind of audio delay

Are you using something that process your audio (such as voicemeeter) or just default one.

It removes audio latency that windows 10 added

Also is it only in osu! Or other game too?

Also try cutting edge if you havnt tried it yet

So I saw that in cutting edge the situation is unchanged. I've also checked the only other rhythm game I own -muse dash- and it presented the same issue. I don't have anything that processes the audio except the default programs which I'm trying to get rid of. I've tried REAL before and I hadn't have any improvements. Which is really disturbing because the cause to over 100ms of delay should be pretty evident.
Thank you for your suggestions though, I really appreciate the effort.

Is the issues occurs while using headphones or the laptop speakers? Or both?

With both. I've run the test and the conclusion is:
Your system seems to be having difficulty handling real-time audio and other tasks. You may experience drop outs, clicks or pops due to buffer underruns. One or more DPC routines that belong to a driver running in your system appear to be executing for too long. One problem may be related to power management, disable CPU throttling settings in Control Panel and BIOS setup. Check for BIOS updates.
LatencyMon has been analyzing your system for 0:05:01 (h:mm:ss) on all processors.

Yeah a DPC Latency issue, Try seaching on internet on how to fix DPC Latency (I cant really give a advice on this since I never has DPC latency before)
Also try updating graphic cards driver or try using the onboard one (if your cpu has one)

Hello. Have you fixed the issue? I recently bought a new laptop and it has the same issue as yours (though it's not that bad to point where I have to adjust my universal offset to -100ms, only around -30ms). Can you share me the fix? Thank you
