No, it's only for "Pending" and "WIP" beatmaps.
Ranked, loved and graveyarded beatmap don't count to that number. Maps that didn't receive updates in 28 days enter the Graveyarded category.
Graveyarded maps will no longer be downloadable after a couple of years of no updates.
Updates a graveyarded map "revives" it and puts it back into Pending/WIP.
