You need to change the AnimationFramerate in the skin.ini. Besure to read the part about animations in the tutorialMagiFire12 wrote:

Hi, sorry for the bother after many years, i'm in the making of my first skin, and I basically figured everything out, but there's one thing that I don't seem to understand: how do I move the song select menu?
I tried to create my own menu the only way i know how, and that is to make the selection-mode.png the actual menu, like in bacon boi from cyperdark, using the normal osu song select template and using the same image dimensions that work on the already mentioned bacon boi.
The placing was completely off so I tried to just copy paste the menu from bacon boi to my skin, the placing was still off, where did i mess up?
