I'm not sure about this, I kinda want to leave it inside the skins 'extra' folder, at the same time I also don't want the skin files being too big (it's already 60mb and it's not even halfway finished yet), but I'm not sure if there is any rules mentioning about raw files. Thoughts?

Do NOT include PSD files directly in the skin. It's absolutely pointless for 99.9% of users, while adding extra file size to the skin. If you want to include them then upload theme separately to a Google Drive folder and include the link to that folder in a .txt file inside the skin. That way you can update the PSD files if there is a need.
