Based on the description of the mania skin, I can tell you one good news and one bad news.

The good news:
It is from a Steam Workshop made by Kousen - click here
Which it also provides a download link for osu!mania.

The bad news:
The download link for osu!mania has been expired, unfortunately.

Alternatively, there is one similar skin as such if you're fond of pink diamond mania skin - click here
However, it only has 4K skinned.
