dunno, my specs are on my signature and I used to have >2ms delay iirc
CPU: Intel Core i5-4570
GPU: NVIDIA GeForce GT 1030
RAM: 8 GB
And the minimum I can have is 0.8ms with the best settings

The delay displayed by the FPS counter in Stable is video latency, not input latency, to my knowledge. So, upgrade your GPU if you want to improve that metric or lower your resolution in-game and disable the extra effects.
