A good place to start is the skinning tutorial made by RockRoller, remember to check the Skinning FAQ before posting any doubts you might have in the Skinning forums, after you've made your skin you can post it in the WIP Skin forum, or if your skin contains assets from other skins made by the community, post it on the Remixed Skins forum. I'll be looking forward to see your contribution! 
Don't forget Tokaku's Skinning Tutorial! It's great if you prefer the video format for learning.
