Where is the Skin.ini file on lazer?

There isn't one. Iirc lazer is supposed to stay away from the .ini format, and will have it's own ways of configuration. As of now this isn't implemented yet, as well as most of the skin editor. So for now your only option is to edit it in stable, export it, and import into lazer.
