when I try to edit any of my skins there isn't my skins I have on the app, and it seems like every time I try to access that folder it has the skins of a completely different account. Sometimes when I download skins it swaps me into a whole new osu without my maps and skins.

Skins aren't tied to an account
To find your skin folder just click "Open current skin folder" in the settings and go one directory above. If your problem still persists, I suggest you record what you're doing and show the issue, as there seems to just be user error on your end.
