With the recent change to guest participation attribution I think it is important to make sure that this rule is as clear as possible. Currently, it may seem that setting difficulty owners is not part of the main rule, but rather secondary to adding them to tags.
Proposal:

With this wording, setting difficulty owners properly takes top priority, and setting tags comes second. However, because both sentences are bolded they pop out to the reader and hopefully make it clear that both are essential.
Unsure if this is the best way of wording this. It might work out simply by bolding both the sentences in the original.
