I know you have a lot to do, but this is how you should do the timing:

Put it all in a spreadsheet so you know how fast everything actually is. I don't think you can keep the same tick rates throughout the map, so you'll probably have to bump the 0.5 ticks up to 1.0 (where they should be anyway). Alternatively, you can "hack" the timing sections to go above or below the normal limits by editing the osu file. In order to make things simple, Use slider velocity and tick rate 1.0, then multiply the song's original tick rate by the BPM and divide into the song's original velocity, then use a green timing section after the new BPM to change into the new slider speed.
For example:
Jumper:
BPM 260
Velocity 0.6x
Alicemagic:
BPM 83
Velocity 3.6x
Rainbow Tylenol:
BPM 540
Velocity 0.85x
Now, you can't input 3.6x slider speed into the editor, but if you open the .osu file, you can change the timing section.
Here's the timing format:
Time, 60000/BPM, Meter, Sound Type, Custom Sound, Volume, Red Section, kiai
Here's an example of an uninherited section

Note that 60000/215 BPM= ~279 ms per beat
And an uninherited

the "-50" is 2x. "-100" is 1x. "-133.33" is 0.75x. This time it's the negative inverse times 100. So 3.6x is -27.7777...
I think the most important part right now is getting the timing correct. Don't worry about the offsets JUST yet, get them to a general area, and someone can tweak it later.
