Well, Osu doesn't really need a beefy PC to be able to play smoothly, a mid tier PC would do.
So if you want to improve your gear, check your mouse/tablet and keyboard.
Use a mechanical keyboard instead of a rubber dome one, if it's too expensive to get a whole keyboard then just buy a mech numpad or Osu keypad.
See if your mouse is comfortable and if it's accurate, consider getting better mouse that have better dpi.
You don't really need a tablet to be good at the game but some people prefer tablet over mouse so you might want to try that.
And finally, monitors are really important to visual clarity so you'd want to buy a good one. Your best choice would be a 144hz or 240hz monitor, If not then any other monitor that isn't too bad would be fine too but don't expect them to be as good as the 144hz one.
