We are at 23 people at the moment, there is doubt about quite a few and that number will probably rise if we proceed. How many people asked to be in and have forgotten/never returned? Entries have also slowed so it is fair to assume the current amount is near the peak.

its for good intention so i think everyone who wants to should be able to join no matter what relations you have with people
i'll leave the collab on hold (people can continue to sign up) until i believe most of the peeps have seen this thread and then i'll think about what i could do to make this collab happen

Yeah but we don't need to fill the whole thing... of all things, the number of people in the photo shouldn't matter. Like, if we were to try to find a photo with exactly 23 people, it would become waaaay harder to find appropriate images.
