Disable any Anti-virus that may be running.

Also, If you have multiple wallpapers it causes frame drops when the wallpapers rotate. You can remove the impact hit by disabling windows aero. But you can only do that in 7. 8 or higher doesn't support the removal of the aero theme.

Or take a step further and disable everything
To adjust all visual effects for best performance:

  1. Open Performance Information and Tools by clicking the Start button, and then clicking Control Panel. In the search box, type Performance Information and Tools, and then, in the list of results, click Performance Information and Tools.
  2. Click Adjust visual effects Administrator permission required. If you're prompted for an administrator password or confirmation, type the password or provide confirmation.
  3. Click the Visual Effects tab, click Adjust for best performance, and then click OK. (For a less drastic option, select Let Windows choose what’s best for my computer.)

Could you take a screenshot of running programs in task manager?
(Check "Show all processes" and sort by private bytes (Edit > Columns))

Try using Compatibility Mode.

It's turned on. I think it's by avast but it can't be turned off by processes. I made it don't work when I'm playing but maybe I'll just try to uninstall it and then try.

This solves quite a bit of problems so it doesn't hurt to try.

Had this problem before, i didn't have any other software open, dunno why it still was doing it, it was there for a while, now it doesn't freeze anymore
Maybe it's due to system lag or your internet connection isn't that good, when i'm offline (have no internet) the game never lags but when i'm online (have internet) the game lags
Dunno, i think that doing the same thing (just letting it slip by) for some time might lead into it disappearing, i'm sure it'll do it like it did with me

What is the speed of your hard drive and what is running in processes in Task Manager.

Take a screenshot of Task Manager, yes sort by highest memory consumption and show every program running in processes.

Next idea could be to check your osu! config and change the rendering api between d3d and opengl

How many beatmaps do you have installed?

Something in the background is putting work onto your CPU and it is causing large hiccups.

I think Hazecrafter is right. I have a pretty good pc and usually never have unwanted background processes in the back. I tried every idea listed to try to fix it but no fix. I really do agree it might be an internet problem. I have a GTX 960 +i5 so no reason for random lag/frame drops/stutter considering Osu! is not demanding at all. The lag kinda reminds me of the lag that happens when you select a song and leader boards pop up. I do not believe the problem is with dual monitors considering I never have frame drops playing any fps games I have played.

It might be that games work quite well with multiple monitors but not in the case of osu!
There are a lot of users that make osu! Run weirdly when they have multiple monitors set up, due to the fact of the coding in osu! Itself
Using only one monitor can help

Meanwhile, the leaderboards lagging when it loads is kinda normal
But it's worse when osu! Is placed on a USB. Try moving osu! To your local disk if this happens to you.

Check the fps counter in settings and see if the ms increases and frames drop whenever it lags
If it didn't, I'm quite confident it has to be with your monitors

However, if it did, there's no other way than to upgrade your PC. It's a good idea to increase your RAM since it can't keep up with your current build
2gb of RAM simply isn't going to cut it. Even if you had a strong GPU and CPU, the performance would only bottleneck because it's being limited
There's no other way to this, but the good news is that RAM chips are getting cheaper
I recommend at least 4gb RAM if you're saving up on money, but 8gb is what's the best option.

I am pretty sure I do not need an upgrade for Osu.

I also do not run on USB.

I do run dual monitors, but if that is the problem, can the coding then be changed so this doesn't happen?
Main is HDMI(monitor I play osu on only) while other one uses DVI. never really have problems with other games.

I could only think of internet latency spikes. If it is cause of dual monitors that is a bummer. I would like to know why this is the case and wish they could fix it.

Frames are already scanned in layers on a monitor. It's not syncing two frames for osu! at once.

Try running the game in fullscreen/windows/borderless fullscreen and test it. Make sure to use letter boxing to reduce latency on different settings.

Are you running the latest Nvidia drivers?

You should try to test it offline too.

I've that problem that is on that video posted above, is it able to fix?
EDIT: Solved, just change version to the Stable(Fallback) and renderer should be DirectX that's all.
