So, now we're not even bothering to argue about sexualised things being bad, instead we're arguing 'oh it's under-age, it's exploiting children, it's basically child porn'. It's not a little girl, it's an anime style drawing. It's not a 13 year old, It's an anime style drawing. You can not look at that drawing and be able to accurately describe an age because the style is so too unrealistic to be able to be associated with a certain real-life age group.
Instead of arguing for common sense, you're just using your own and parent's sensibilities as a judge for what is appropriate. And not what is
actually appropriate for children to see. One of the many problems with Western society is that people still have this view carried over from Christian morals that sexual stuff is 'dirty and 'bad'. Japan is not like this, and is one of the reasons why I like the country so much.
As for the actual image, just having underwear doesn't make it sexual. It's not what you would call a 'panty shot'. This is the type of art that shows of the female figure as something pleasing to the eye, but not in a way that is sexually suggestive or arousing. A picture of someone in a bikini isn't automatically a sexualised picture, is it.
