ztrot is paying it with his own money so ZTROT decides who gets to have powers or not.
So people who have been here longer or not can equally both have ventrilo powers.

If the password stays, I don't really think there should still be a topic for this server on the osu! forums, since not everybody on here can join the server. A person unknown to the most of the people on vent, but still plays osu!, probably won't get in.
It's fucking Vent, admin privileges don't really matter, guys.
