The beginning is just mistimed. The ritardando (slowing of the tempo) makes this really hard, as you're going to have to have several re-timing spots.

Keep in mind a lot of this is pretty rough timing. You may want to go in and fine tune them if you can.

1. There is only "j-pop" in the tags. Is there anything else you can put in there?
2. As far as I can see, the part of the song from the start up to 00:23:53 is not set to a BPM, so it is impossible to time right. so I wouldn't map in that part. Migh be wrong, but I don't think I am
3. If you do remove the intro, delete your timing sections and just have one timing section, Offset: 23,463, BPM: 160.00. Works for me. You will also have to move all of the notes on the map onto the white ticks, as they will all be on blue ticks

Nothing wrong with this. Except it gives less than Hard but is harder... But that's fine.
