before I get to your bg, let me talk a bit on the mp3. The one you currently have is 128 kbps, and it also has a lot of the audio effects caused by the "k-shoot mania" game. The version on this page is the same song but without those effects, so I made a new mp3 out of the 320 kbps version that is there for download.

Here is the new mp3. The offset will need to be changed if you use it.

the bg was kinda tough, since I couldn't find any higher resolution versions. I upscaled it then spammed effects in order to make it look decent, then I duplicated the image on the right and left in order to get it to a wide aspect ratio. I then changed the hue of the duplicates and made them darker so the middle image would stand out. Here is the final product:

Wow, it's amazing that the Mp3's quality has been increased dramatically, but ít seems.... without k-shoot's effect!?! Can you re-upload it?

As further investigations revealed, the QAT that detected this seemingly fraudful disqualification (not Shiro!) was unable to realize, that this set has never been qualified technically. I reverted this Beatmap to its original stand and everything is fine.
Please avoid posting fake icons by all means, as it confuses everyone involved needlessly. It's not worth the joke.

I hope this is settled for now.
