Disallow multiple reports of same user while one is pending

Banchobot should be made to disallow multiple reports of the same individual by another single individual while a report is already pending. Multiple reports of the same person within a short amount of time shouldn't be allowed in the first place, and can prevent a lot of unnecessary problems related to report abuse.

and how would the reports go from pending to complete?

I could just imagine having a "you're reporting too many users right now, try again later" box pop up if you try to abuse with !report.

So if I report a cheater because of reason then someone else won't be able to report it again sending additional feedback?

As far as I know !report is used for many things other than reporting xhics8928 because he is randomly spamming #osu.

If I read the OP right, the request is about allowing a reporter to submit 1 report per reported player. This is to stop spamming from a single user, which should still allow reports submission from multiple users on a single reported player.

It makes sense for bancho to block the same report (ie user A reports on user B) within a set period of time to reduce spam.

Alternatively let Bancho treat reports as normal chat maybe? The auto protection can be set to kick in a bit sooner than normal chat though....

If someone triggers me in chat in different ways I want to be able to make multiple reports. It dosnt make sense that just because I have reported some person before, he should be able to what he wants afterwards without fear of being reported by me.
