since you're skinning a hitcircle, can you use "SliderBorder:255,255,255" under [colours]? Read why here.
I tried to find a better background but couldn't find it. Why aren't you using Falco's cover?

[Colors]
There are parts of the background which are 81,77,68 after the playfield dim. One of your colors is 92,88,85. This is too close. Maybe use a dark red-brown, the color of dead leaves? The light brown might be too close as well, but I didn't have as much trouble with it.

[easy]
00:30:381 (2) - move 1/2 later, shorten by 1/2. the red tick doesn't have much emphasis, and the bass not hits here too.
00:43:642 (1,2) - I don't like red notes on easy, but this one is better than the previous. Maybe slider circle instead?

Just fyi, if your only excuse not to do something is because of a grandfather clause, it's probably worthwhile to change it (which you did). Especially when it's easy to fix. mp3 bitrate being 192+ isn't always easy to fix, so it's usually not necessary.

As for the slider border, depending on the custom skin (that the player chooses), it could look like this:

There are skins which might look good in magenta, but not this one, so you should skin the slider border to match.

I wouldn't have a problem with it if I could control which skin I used.

- I'd put Tick Rate 2 on all the difficulties for reasons listed in the Tick Rate 2 rant. (Except for maybe [Easy] due to the slow velocity.)
- Skin: All skinning elements appear to be the proper dimensions. Lovely!
- Snapping: Everything seems to be snapped correctly. Nice job!
- Song Folder: Everything looks good here. YAAAY!

[LK's Insane]
01:23:642 - I don't think the break is necessary here but it works well enough.
02:08:425 (4,5,1,2,3,4,5) - Stacking a new combo under a slider end is a bit messy. Maybe space them out a little. Then again, there are a lot of these so you probably don't want to change them.
02:10:598 - Definitely drag break to here!
02:32:772 (7) - Perhaps add a new combo here. It's getting a bit long without it.
02:55:816 (1,1,1,1,1) - I wouldn't advise putting this many new combos in a row.
03:09:512 (1) - No need for a new combo here, it doesn't start the beginning of a new lyric or measure or anything.
03:09:729 (1,1) - I'd combine these spinners, as the second one is a bit short. Auto barely gets 2000.

00:26:251 (1) - This spinner doesnt seem to fit at all, it would feel better if you used notes mapped to the lyrics or the instruments here.
02:24:512 (1) - Would feel better if this note is removed and the spinner starts from here, otherwise the spinner doesnt seem to make as much of an impact in the song.
02:27:772 (1) - Pretty close to spinner, there should be at least 1 full beat after a spinner to ensure player recovery.

03:15:816 (3) - A slider doesnt seem to fit very well here, i'd recommend splitting it into 2 notes (if you absolutely must have a hitsound at: 03:16:685, otherwise just use 1 note at the spot the slider started). If anything at least drop the repeat and make the slider last 2 beats.

01:39:294 (2,3) - And well here's one of the reasons i dont like slidertick hitsounding, and well you see in gameplay the ticks are hidden, yet there are claps comming outta nowhere before the sliderball touches the repeat, hence it feels like a mistimed hitsound, and such it's unrankable because you have a hitsound coming out of nowhere
