Apparently users have to pay Riot for server account transfer. Better not be the case. At this rate I'm prepared to ditch LoL while holding up a dignified middle finger in Riot's direction.

Players got free transfers to their regions servers when they opened. Brazil, Korea, and Turkey are servers i know of that had free transfers. Also they got free skins as well.
This current announcement regarding transfers are only between NA, EUW, and EUNE. The reason people have been crying about transfers between those servers are because the European servers were down for like 5 months back in 2011 so people made accounts on the NA server. .I read that there is Russian server now too and, if you had an account on NA before june I think it was, or I don remember, I read it yesterday, you can switch free to EU, I think on the NA website will say the same but for EU-NA

Out of all the games i have played Osu and League are by far the most lenient on bans. You literally have to be temp banned anywhere from 3-7 times before your account is even eligible for a perma ban on League.
