Consider adding "Dr. Robotnik" to tags as this is his proper name.



[Easy]
00:00:941 (2) - add whistle to make a nice melody follow here. The beat placement itself does already indicate what you follow here so it would be good to support it with hitsounds.

00:00:265 (1,2) - I don't know how I feel about these sliders. They don't really match the song here. With the whistle on the 2 and 4 of the bar it also seems like a generic 4/4 placement but it doesn't reflect this part of the song. Maybe you should go with a repeat slider here to match the melody: http://osu.ppy.sh/ss/577334 Also add whistles to the repeat and the ending point to match the song.

00:00:490 (2) - the whistle should be on the end and not the turning point to match the melody. The whistle on the white tick just sounds off here because the rhythm and melody don't not support it.

00:14:926 (1) - starting this slider on the red tick is not a very good gameplay decision. Try to use compose -> convert slider to stream... in the options. Having a stream that matches the drums will mask the missed downbeat of the two sliders before and will be less confusing in terms of flow.



[Insane]
00:00:716 (3,4) - switch the whistle from (3) to (4) to make it clear you are following the melody here. The stacks of 2 notes don't really indicate a long notefollow so you should focus on communicating that to the player in the beginning. Hitsounds are one way to do this...the other one would be combos but I don't think it would be better to split the notefollow.

Taikos look fine. The long DDDDDD and KKKKKK sections on Oni are a bit weird but they kinda fit.

IRC mod with red, better add 2 notes is easy for play in hard and fit

Edit: The official name of this song is called "STH2 Boss 〜Mega Drive version〜" <-- what a stupid name.. Probably don't need to change this.. Regardless the name of the song is probably just "Boss"
