Without approach circles, one who is playing offbeat can hardly tell so, and yes, the Bar should help SOMEWHAT, but the speed the bar is going tells us nothing about the overall speed of the map, because you can space the notes just a little bit farther apart, and oh look, a new tempo.
If this should be Approved, guiding lines SHOULD be placed on the background, atop the video. You don't need Technika to have them for you to make them.
Otherwise, you'd need time after time of constant practice just to get down the speed of the map, before you can even worry about the notes.
My two cents.
Also, good reason for the "other map" only being approved. If they had come up with bar lines for timing help, it might have even been ranked, you never know.
