despite the file being .ogg, the bitrate of the audio is too high being where it stands at 256 kbps. the audio also seems to be encoded greatly from its original bitrate and is rather large, standing at 2.71 mb for a relatively short song. try to find an audio file that fits the 208 kbps limit while being appropriately coded, but encoding it to a lower bitrate such as 128 kbps may be fine if all else fails.
