Actually gonna reply this one first because i need to explain some idea behind within the layering choice：

The song can be roughly grouped by each fours bars (and commonly it's the length of one musical phrase), and i think you can easily see that the pattern is mostly repeated with just some column changes based on that, for example 01:17:025 - ~ 01:20:225 - , and further just mark bar as A,B,C,D for better explanation

• A and C: They're nearly identical (so does the song, so there should be no much i want to say about why they're the same. Only difference is 01:18:675 (78675|2) - compared with 01:17:075 - , and the one at 01:17:075 - is intentionally left out because of start of new section+cymbal

• B and D: This two bars are also alike, the only difference is 01:18:425 (78425|1,78475|3,78525|2,78575|3) - vs 01:20:025 (80025|2,80025|3,80125|2) - . And very clear that 01:20:025 (80025|2,80025|3,80125|2) - with a much sharp synth which is reflected by the one hand ln jack pattern there. While for 01:18:425 (78425|1,78475|3,78525|2,78575|3) - to tell the truth it also sounds distinct from other synth so i make something different there, so not following the said 1/1 two hand LN trill, but being replaced by a OH trill 01:18:475 (78475|3,78525|2,78575|3) - instead. Plus is it the only way that can transition smoothly into the next [12] double 01:18:625 (78625|1,78625|0) - without chenging too many things around, think this will answer your second question

Another thing about how i place 1/4s (basically your first question) is that, i'm placing them more according to the pitch rather than focusing on the drum, mainly because you normally hear the melody first so i do think it's a very natural approach to choose layering based on that. And drums are just the same in all places, it will be just no variation if i just follow that static thing. This is the thing that you will notice in other kiai as well about how i choose the expression so it's very important!!!

And to talk about certain pattern,

• 01:17:175 (77175|0,77225|1,77225|2,77275|3,77325|1,77375|0) - 01:17:575 (77575|1,77625|0,77625|3,77675|2,77725|0,77775|1) - these are high pitch so full 1/4 is used
• 01:17:825 (77825|2,77875|0,77925|3,77975|1,78025|2,78025|0,78075|3,78125|0,78175|2,78225|1,78225|3,78275|0,78325|3,78375|2,78425|0,78425|1,78475|3,78525|2) - i think the only question here is that why i choose to use full 1/4 in this whole measure, probably more for the varation sake between A and B, but i do think they sound different in melody synth and those in B is more audible to allow a bit denser pattern
• 01:18:675 (78675|2) - explain again for this one, it might be a bit... not self-consistent based on the "pitch theory", but i feel like it works well to create connection, and if you really want a serious justification i'd say the detail in background could lead to that

Also as a side note: remove too many 1/4s would just make the LN part extremely easy compared with rice section, tho i'm not just making it as dense as possible without reason
