I looked into metadata stuff and determined that this song has no title, and the best we can do in terms of a title is setting it to the name of the room it plays in in Yume 2kki, which is Murasakiko.
The file name is moseni_hydrangea.wav, so we can infer that the song was made by Mosenite (one of the developers of Yume 2kki). As for the name of the file, my best guess is that the room was going to be themed around hydrangeas but was scrapped in favor of lavenders.
