According to #2536317 , NM diff sometimes intentionally ignored the diff-specific guideline in Normal about "Note snappings of consecutive 1/6 and above should not be used. Slower rhythms are more appropriate for this difficulty level.".
Considering there's no additional notes nearby 2~3 consecutive notes applying 1/6 or any above snap, I think that guideline can be ignored in this case.

Looking through all of the difficulties, can I ask, why are there different snapping for notes placed?

E.g: 00:59:279, looking in the N diff it's 1/4, but in the hard diff it's 1/8 and in the top diff it's 1/6? What's going on?

I want to see why you did what you did.
The 1/4 simplification in NM is following the intensity and rapidity of the melody, while hard diff is just a density and layer nerf from top diff. It seems that I'm trying to follow the synth sounds but there's so much different synth sound playing at different melody I try to establish a static rhythm by following the 1/1 drum beats, as compared to previous sections where the drum beat aren't really on 1/1. I've rearranged 00:58:044 ~ 01:09:338 on NM and Hard, this time I'm following the additional synths and drum beat at the same time with certain nerfs. Please take a look.
Also I don't get what u mean by 1/6 in top diff, I see no note lying on purple stuff wtf bro

I think the pattern from 01:42:779 - to 01:42:890 - had to be the same structure from 01:20:191 - to 01:20:279 - to maintain consistency.
In addition, it's also inconsistent with the pattern from 01:31:485 - to 01:31:573 - . I think just uniting those sounds' expressions into one structure would be less controversial since they're exactly the same sounds.

These metadata were copied from other sets, after some digging I find out that "satellite" is supposed to indicate the actual Project Vanguard in 1959 about some satellite and rocket stuff, removed cuz I think it's unnecessary.

"Experimental" ..well I mean the song is pretty experimental so I put it there.
Also added "IIL VANGUARD3" for better searchability, "VANGUARD" is substringed in this case.

From 00:24:162 - to 00:35:456 - , I think the current simplification of NM HD diff in this section was too inconsistent and would be controversial in each player's standards of simplification.
I would rather suggest you just express every 1/4 synth sounds in NM, HD difficulty as well and manage the density gap by nerfing some doubles in NM HD diff into single.
If this suggestion would ignore the difficulty-specific guideline in NM difficulty of "Avoid using more than 5 consecutive 1/4 notes." I think you can ignore it in this case.
