Offset I'm pretty sure it's correct, not very sure about bpm. I'd usually spend about 2 hours trying to get a PERFECT bpm with a PERFECT offset, but I didn't have time to... sorry :(

EDIT: Forget about my timing stuff. I had about a 9millisecond offset in the options. So, forget it, forget it, sorry :(

Try to reduce a little the volume of the sounds at least on the non-kiai timing sections. They're louder than the song!
Checking with detail, the timing looks good. However, ALWAYS I play the song, I push the notes 20 ms early trying to follow the beat. It's me or the timing is really wrong?

Offset change to 399. Played it a few more times to check for fixes and it felt a little rushed.

I'm using an X-Fi sound card with "game mode" turned on (no latency between click and sound) and 399 is just right, give or take 1 or 2ms.
