Problem Details:
So um idk how i got to this or how i did this but my screen is in fullscreen but glitched out any solutions?

try to disable letterboxing if you have turned on

and if you have enabled fullscreen mode, disable it too

letterboxing is always off and every time i click on fullscreen it goes to 1280x960

Try pressing alt+enter when the osu! window is active.

Yea it worked but it only went to fullscreen borderless not fullscreen

OK I updated my graphic driver and still it shows the thing doesnt fix it

Hey, try running osu! in Compatibility Mode and see if the issue persists.

Ohh no evrytime I go on compatibility mode it crashes the game

Alright, go to your osu! folder and open the osu!.<yourpcname>.cfg with notepad. From there, search for the line CompatibilityContext and change its value to 0.
