Even the newest rank version (std/taiko) was mapped 1/8 and 1/4 instead of 1/3.
We did try snapping it all on 1/3, but example, for this sound 01:02:842 - the actual sound is really after this. So we just didn't took the risk, and made it like some kind of warm up before the kiai part, so that the kiai part is harder then this x3.
I'm sorry Julie, but it's just simply wrong if you layered a sound that's clearly not 1/2 with 1/2. The song doesn't support 1/2 beat at that point so it will be feels weird when you're playing it. And just because it's 'official' doesn't mean that timing is 100% correct.
I don't know if Fullerene's going to post here or not, but he checked that as well and it sounds more like a 3/8 rhythm with a 1/16 later at the start

the second note after the 1/1 is actually a 1/16 after, but this is best if you want to avoid the rhythms looking janky
technically goldenwolf is right, but 1/3 isn't the correct rhythm either so ¯\_(ツ)_/¯
the reason why that effect has an odd offset is because of the nature that all sdvx FX audio files originate from: recorded live plays
the effect is a wobble at 3/8 rhythm, but the player pressed it about 3/16ths too late so the whole thing is late by that much
if it was pressed perfectly on time you would get something like this (notice how the notes don't match with the waveform)
using the 3/8 should be the best option
