do I get my number of beatmaps to uploas back if i delete one of my beatmaps?

I dont have osu supporter so if i delete one of the beatmaps i uploaded do i get the chance to upload another beatmap?

Yes.
You have to wait 28 days after the last upload of your beatmap until you can delete it on the website though.

The beatmap limit is only for thoses in pending/wip. To delete a map, it need to be in graveyard, so it doesn't count toward your submitted map limit anyway.

so I can't delete a wip map? I have to wait 4 weeks since im getting that error when im trying to publish a map

You don't need to delete the map to get a new slot though. Once the map is graveyarded, you can upload a new one.
