Add tooltips to new beatmap listing controls

Yeah, little request really, but I think there should be some tooltips on the new ranked beatmap list page's controls, for example, the heart icon, the forum topic icon and the download icon.

I remember that this was missing. Good point.

also, I don't think the heart button actually does what it's suppose to do. It isn't adding favourites to my favourite beatmaps list.
