I think the main reason is that most songs simply don't support 7* maps because they're too slow or the rhythm isn't dense enough, so using fullscreen jumps and/or spaced streams would be kinda overdone in most cases. Very fast songs often have 7* diffs though because high speed increases the star rating a lot.
