I'm editing a skin for my personal use, but why is my ranking panel sticks to the top of the screen instead of the bottom? Even though in the original skin it sticks to the bottom just fine

Might be because you have Version in skin.ini set to 1.0 (or don't have it set at all). Keep in mind that Version is not for versioning your skin (you can do that within the skin name for example), instead it's for compatability between older skins with newer clients. Try using Version: 2.5 instead.
