I was working on a new mixed skin and when working on the menu I noticed that the selection-mode file was not showing up in the menu. Is there a way to fix this? is it an issue in the skin.ini? My other question is how to change the colour of the borders around the song slect that are blue by default. Is the solution for this in the skin.ini? does it involve and image file?

selection-mode is probably "not showing up" because it was moved off-screen. That is because you have Version in skin.ini set to 1.0 (unlike what most people would think it does, Version is for only for compatibility with older skins, and not for versioning your skin). Try setting it to 2.5 and see if that solves your issue.
Also, the blue bottom and top bars are unskinnable by default. The only way you can get around that is by covering them with selection-mode and the mode-[gamemode]-small elements. You can learn how to that from here: https://osu.ppy.sh/community/forums/topics/881367.
