This metadata standardisation rule prevents symbols like "&" being used in other ways in the title field even if it's not used as a way to group artists together:
I think the rule could be clarified to show that it's more for names of people/artists rather than the actual title of the song.

Proposed amended rule:
This should hopefully still ensure things like the symbol in "(ArtistB & ArtistC Remix)" are still standardised, while still allowing official titles where a whitespace is not used like in "U&I".
