[Proposal] Metadata rule clarification for commas, vs., &, feat., CV:, etc.

This metadata standardisation rule prevents symbols like "&" being used in other ways in the title field even if it's not used as a way to group artists together:

I think the rule could be clarified to show that it's more for names of people/artists rather than the actual title of the song.

Example of a song where title would be unrankable under current wording: https://osu.ppy.sh/beatmapsets/976322 (U&I)

Proposed amended rule:

I'm sure there could be a better way to word this so please do give your thoughts!!

This should hopefully still ensure things like the symbol in "(ArtistB & ArtistC Remix)" are still standardised, while still allowing official titles where a whitespace is not used like in "U&I".

OK so since this proposal

- Makes sense
- Is pretty well accepted so far and been open for a while

I'm setting the deadline for this thread as 9/24/19.


If it's still agreed on by then, we'll see about getting this merged. If we need to have more discussion first, we'll make a decision what to do when the deadline comes.
