[Proposal] Remove letterboxing rule

Should have reasoning added or be removed, can't see any reason why this would be required but not things like countdown, skin preference, storyboard, widescreen support, etc. You could technically even avoid this rule by just storyboarding in letterboxing in specific difficulties since diff-specific sbs are fine.

Would lean towards just removing since it's already a guideline anyway. Seems to have been the result of this thread, but discussion seems to have overlooked the other settings and is seemingly contradictory looking at the last response (widescreen support being up to creators discretion but not letterboxing), so should roll back this part of it until we get a more proper proposal to move the rest to rules if at all.

the guideline still being there was a mistake. widescreen support being consistent is marked as a rule in the sb section, countdown is a guideline cuz of different start times of beatmaps, and other settings are so rarely used that they don't have a point in being clarified imo https://github.com/ppy/osu-wiki/pull/2300

will mark the other settings as unrankable in the modding tool then if the only reason we're not adding them is because they're rare, same for countdown presence but keeping its offset as a warning

edit: after some discussion it turns out this rule is currently only a rule since no one has attempted to create a thematically different beatmap compared to the rest of its set using it, and will very likely be changed in the future once someone does. Mappers have already done so with skins and storyboards, but not yet this in specific.

in conclusion: the rc being reactive is how rules and guidelines form, so unless someone attempts a specific thing the rc overlooks, nothing will change to address it.

edit2: pr pishi linked fixes inconsistencies with storyboarding so it'll be a bit better at least
